The development comes a week after First Solar dedicated its large solar-panel manufacturing plant in southeast Mesa, which is to begin production by mid-2012 with 600 employees. Total employment there could eventually reach 4,800.

"It's great to see there's a connection between a real project that First Solar is involved with and the new plant," Mesa Mayor Scott Smith said. "It's nice to see those two dots connected."
