Citys 164 acres up for sale 3 decades of failed proposals for rocky site

The largest single piece of undeveloped city-owned land is back on the market again — two years after a deal to quarry it collapsed. The Waterbury Development Corp. is once again soliciting a round of proposals to develop 164 acres of rocky land Waterbury owns in the South End and Naugatuck.
