Dakota County plans 456 acre regional park in Empire Township

John Shier is known as the butterfly whisperer of Dakota County. The 72-year-old — who calls himself a volunteer naturalist — has hiked for 30 years across the county's parks counting butterflies. Last summer, he spotted 1,600.
