Propelled by a towering stack of cash, one of the nation's few urban wildlife refuges is leapfrogging beyond its original boundaries. Once associated in most peoples' minds mainly with the last few metro-area miles of the Minnesota River, the Minnesota Valley National Wildlife Refuge is being gradually extended to thousands of additional acres stretching to the southernmost reaches of Scott County and beyond.
