Watershed district snaps up cheap land to gain control over landscape

Mark Ten Eyck eyes the grounds of the Minnehaha Terrace apartments in Hopkins, Minn., but does not see what most landlords see - a stream of rent checks. He sees a poorly designed private lot with too much lawn stretching straight to the edge of a badly ignored creek. October 07, 2010 "This is basically a drainage ditch," Ten Eyck said of the lawn. And so the Minnehaha Creek Watershed District, Ten Eyck's employer, bought the 24-unit apartment complex for $1.4 million in September. It's going to demolish the buildings, rip up the parking lot and extend a nearby city park down to Minnehaha Creek. A relocation company will help move the tenants.
