If more than one bid is received for some city-owned land for sale near Lakeview Municipal Golf Course, an auction could be conducted at tonight’s Mitchell City Council meeting.
Bids for the land are scheduled to be opened at the council meeting, which begins at 7:30 p.m. at City Hall. The bid-opening is one of the first items on the agenda.
The top three bidders will be allowed to participate in an auction. Mayor Lou Sebert said Friday that he may turn over the handling of the auction to City Attorney Randy Stiles.
The parcel for sale is an unused, unimproved piece of city property near the No. 10 hole on the course. The property was declared surplus and offered for sale after some private individuals expressed an interest in building homes there.
In other business, council members are scheduled to:
n Consider, during the Public Health and Safety Committee meeting at 7:05 p.m., an amendment to the city code that would require electrical equipment used in connection with outdoor advertising display signs to be installed in compliance with, but not limited to, the state electrical code and municipal building and fire codes.
n Discuss, during the Finance Committee meeting at 7:15 p.m., sales tax collections for 2007 and the 2007 annual financial report.
n Open the council meeting with the Pledge of Allegiance, invocation, roll call, approval of the agenda and approval of the prior meeting’s minutes.
n Invite citizens’ input on non-agenda items.
n Open the bids and conduct the auction on the golf course property.
n Conduct hearings, sitting as the Board of Adjustment, on the applications of Mitchell Regional Habitat for Humanity for a conditional use permit and variance to construct a duplex at 300 S. Foster St.
n Receive reports from the committees scheduled to meet prior to the council meeting.
n Consider awarding the recycling contract to the current provider, Dependable Sanitation, headquartered in Aberdeen, or Waste Management of South Dakota Inc., of Sioux Falls.
n Award a bid for a side-dump semi-trailer.
n Consider adopting a plat of Lot C of Maui Farms Second Addition.
n Consider adopting a resolution that would abandon some right-of-way that is no longer needed for highway purposes.
n Consider adopting a resolution that would extinguish some city easements that are no longer needed.
n Consider a resolution requesting that the state Department of Transportation hire Brosz Engineering for a regular inspection of four city bridges.
n Conduct the second reading and final action on an ordinance that would supplement the current budget with numerous items that were appropriated but not spent in last year’s budget.
n Conduct the second reading and final action on an ordinance that would supplement the budget with $1,500 for real property closing fees related to the sale of the property near the golf course, with funding coming from the sale proceeds; $5,000 for cemetery mowers, with funding from the general fund cash balance; $500 for a summer reading program at the library, with funding from grant funds; $5,297 for furnaces at the ice arena, with funding from the park fund cash balance; and $100,000 for construction of the new soccer complex, with funding from an operating transfer from the general fund.
n Set March 17 as the date for a hearing on the application of Avera Queen of Peace for a special event wine license for the Masonic Temple on April 10.
n Consider approving the 2007 annual financial report.
n Consider approving a maintenance agreement with the state for traffic signals.
n Consider paying estimates and bills.
