Virginia Beach officials announced last year that they would spend $5 million to buy the 122 acres that make up the last major tract of undeveloped land along the Lynnhaven River. The city had hoped to get a federal grant and sell off a slice of the property to get to the total $13 million cost of buying the land, known as Pleasure House Point, from the bank.
